LDS availability of Roscommon parish records

I am researching my family history in northern Co. Roscommon.

Does anyone know why the Mormon Church (LDS) did not microfilm the Elphin parish records that are available at the National Library of Ireland (NLI) (film numbers P4609 and P4610? I understand one of the goals of the LDS and familysearch.org is to film all available records. Apparently, the NLI does not place any access limitations on these specific records. I have not been successful contacting anyone at the LDS who is knowledgeable about their archive activities and practices.

I guess this is a general question that could apply to any LDS microfilm.
I recently viewed the Strokestown parish records at our LDS Family History Center. The records are in very good shape (but of course with no index on microfilm). Next I tried to access some of these known records by name at familysearch.org using their Advanced Search feature. I was surprised to discover that only a percentage of these records are indexed in the International Genealogical Index (IGI) (British Isles). Indeed most records are not present. The LDS indicates the IGI information comes from individual researchers and original records. Based on my limited experience, the information appears to be populated more by individual researchers? Does anyone know if this is the case? Using this online “Search for Ancestors – All Resources” feature, one could easily be led into thinking records do not exist, when indeed as in the case of the specific Strokestown records I sampled, the LDS has the original records on microfilm!”

I asked the very same question in a Usenet group and was reliably informed that the LDS were not given permission too. No explanation as to why though.

I am also interested in those records and would like to see them available through the LDS. However, I am afraid that wishing will not make it happen.
